Rolando Arnulfo Armuelles Boutet is one of Panama's most distinguished agricultural economists and land administration specialists, with a career spanning more than five decades at the intersection of agriculture, public policy, rural development, and international finance.

Mr. Armuelles holds a Master of Science in Agricultural Economics from IICA-CATIE in Costa Rica, completed doctoral coursework in Agricultural Economics at the University of Guelph in Canada, and was a doctoral candidate in Political Economy at the National Autonomous University of Mexico. He also holds a degree in Agricultural Engineering from the University of Panama.

His career includes senior advisory and coordination roles with the World Bank, the Inter-American Development Bank, the United Nations Development Programme, the Food and Agriculture Organization, and the Inter-American Institute for Cooperation on Agriculture. He has designed and launched major land administration and cadastre programs across Panama, supervised teams of up to 600 professionals, and managed international programs with combined budgets exceeding USD 90 million.

In his most recent government role, Mr. Armuelles served as Technical Assistant in the Minister's senior office at MIDA (Panama's Ministry of Agricultural Development), where he coordinated programs defined in the 10-year National Development Plan for the Agricultural and Rural Sector (PLANADESAR) and integrated them with the new government guidelines for 2024 to 2029.

Mr. Armuelles brings to the Aegean American Board of Advisors deep knowledge of Panamanian land tenure, cadastre and titling processes, agricultural policy, and rural development, as well as strong institutional relationships throughout Panama's agricultural and government ecosystem. His expertise is directly relevant to the project's land title, regulatory permitting, and MIDA engagement requirements.
